I'm using the Teacher iOS app on my iPad and I'd like to use anonymous grading. I've seen a previous version of the Canvas Teacher iOS Guide (updated May 2019) that says in order to mute grades or enable anonymous grading, I should navigate to the assignment, open the submissions page, then open the Settings via a gear icon at the top of the screen. In my assignments, however, this gear icon is replaced with an eye icon that leads me to a "Post Settings" window, where I can mute and post grades, but not enable anonymous grading.
Is anonymous grading through the iOS app a feature that has since been disabled? If not, how do I enable anonymous grading?

This feature did exists at one point, but after some changes to how anonymous grading worked within Canvas, this feature was removed.

Are there any plans to re-institute the ability to do anonymous grading through the iOS app? Or are there any work arounds?

I don't know if any plans and there are no workarounds (outside of using the mobile browser, which isn't good). I might suggest you create a Feature Idea for to be discussed and voted on: https://community.canvaslms.com/docs/DOC-14903-75187841183
I agree that grading within the iOS Teacher app is much better than thru Safari (or Chrome) when annotating handwritten work submitted in PDF format.
For now, I cut out the corner of an envelope and slipped it over the upper left corner of my iPad to hide the student's name.
Unfortunately, this workaround does not change the fact that the assignments are presented in alphabetical order.
