Annotations for text submissions in SpeedGrader?

Is it possible to post annotations to text submission is SpeedGrader. So far, my understanding is that SpeedGrader allows annotations only for uploaded files, am I correct?

Yes, that is correct. You would need to have your students submit a file in order to use the annotation tools.
