The parent email notifications are not helpful with our log in set up to Canvas. When a parent clicks either link at the bottom of their email, they are redirect to our Microsoft single sign on page and the parents don't use that page to log in. I'd like to discuss how we can customize the links at the bottom of the page to help the parents feel like they actually do have access to Canvas as observers.

I don't believe you can customize the language of Canvas notifications at all. If you have multiple login methods (perhaps one for teachers/students and a different one for parents), setting up a discovery page in your authentication settings will help to solve the problem. Basically you'll create a webpage with all of the different login links your school has (school.instrucure.com/logic/saml, school.instructure.com/login/canvas, etc). You'll put the URL of that page in as your discovery page, then any time someone clicks a link to Canvas, they'll see that page with the list of login choices if they aren't already logged in to Canvas.
As an example, our discovery page looks like this:

Thank you for your response. We do have internal and external "discovery" pages. The problem is that parents receive links in their notifications that force them to the student Microsoft authentication page and I want to have those links force to the parent/external log in page: https://charlescounty.instructure.com/login/canvas

Apologies, there may be a slight misunderstanding here. You can only have one discovery page, which would list the different login methods for students/teachers or parents (like institution.instructure.com/login/saml or institution.instructure.com/login/canvas). This could be simple links, or something like the imaged in the screenshot I shared. When you set up a discovery page, every user would see that page when clicking on a link if they aren't already logged in to Canvas. They would then click the applicable item on the discovery page to get themselves logged in.
I think you likely have multiple login providers set up right now, but don't have a discovery page. This is just a guess though on my part.
