Is there a way to required students to spend a certain amount of time on a classic or new quiz? Example: students must spend a minimum of 15 minutes on a quiz or it will not allow a student to submit the quiz. Can we request this as a feature request?

I do not believe there is a way to do this without using a workaround or potentially complicated way of designing different pieces of Canvas content. Maybe someone else in the community will reply back to you.

Just to add to what @dbrace said, the simplest solution is probably to write in the quiz instructions that students should spend those 15 minutes, and you can check their times afterwards (for example, in the speedgrader).
While a different type of situation, that is similar (providing written instructions and then checking afterwards) to what some of our Math and Science faculty to with tests.
They will require students (whether the test is or is not virtually proctored) to write down (show their work) on paper while taking the test and require their students to submit their work in a separate assignment (as pictures) within 15 minutes after submitting the test.
