Proficiency Rating fields missing from Create Outcome screen

I have recently started a new job that made me a Canvas administrator, and I need help understanding a discrepancy involving Outcome Proficiency Ratings.

Context: I am an admin in two different instances of Canvas. One instance belongs to my company, where we build courses and keep the parent courses up to date. The other instance belongs to a school, where we import Canvas Course Packages of our course content so that the school can use it.

Issue #1: When I try to edit or create an outcome in my company's instance, there are no Proficiency Rating fields on the page. When I edit or create an outcome in the school's instance, there are fields for the Proficiency Ratings that can be edited.

Question: Why are the Rating fields missing from my company's Create Outcome screen but present in the school's? Is there a setting somewhere that I am missing?

Issue #2: (probably related to #1) Any Rubrics built in my company's Canvas are missing their rating descriptions, so when we export from ours and import to the school's, we have to delete and re-add the Outcomes to the rubrics every time so that the rating descriptions show up. My coworkers have no idea why this is.

I have read through the Canvas documentation on Outcomes and Rubrics and all of it assumes those fields are present on the editing screen. I have also googled the issue using different combinations of keywords with no luck.
