Submitted Annotation in PDF Assignment does not show up in Teacher's Speedgrader

I have students who submitted assignments that are annotated pdfs. The students submitted via the Student app on iPad and iPhone. They can see that the annotations are there in the assignment (screen recordings of the Student app were shown as proof) but in my Speedgrader, those annotations are not present. Why is this happening?
