i have pre test and post test that i do not want to be used as part of students grades bc i have chapter exams that will be graded. i still want the students to take the pre and post test how to i go about them taking it but it not effecting there grade

In the quiz settings, you're able to click on two different check boxes. One is Do not count this assignment towards the final grade, and the other is Do not display in gradebook or the student's grade page. Do you think this would be a solution for you?

I believe that option is only available for Assignments and New Quizzes (a type of assignments that's also a quiz).
For Classic Quizzes, that option is not visible (see for example, the guide on What options can I set in a quiz?), and the alternative is to put the quiz in an Assignment Group that is worth 0% of the grade, or to make it into a Practice Quiz.
Also, to make sure the students take the quiz or assignment, you can use Module requirements, which can stop students from accessing any future materials if they don't submit the quiz first, perhaps requiring them to score at least a certain grade before continuing.

You are correct, that option is only available for New Quizzes. He mentioned creating tests, so I tailored my response towards New Quizzes, which would likely be what he'd use to create those tests.

It "tests" something specific about New Quizzes?
Or do you just think that most people are using New Quizzes rather than Classic Quizzes by now (so more "likely")?

Tests is not specific to New Quizzes. I am just providing the assumption that they are using new quizzes rather than Classic Quizzes, unless they are a user of Free for Teacher as New Quizzes is not available for those accounts. I just find that this is a common practice.

I am curious on statistics about that.
My own institution only enabled New Quizzes this January, and most of my colleagues that I've asked haven't switched yet.
I realize some institutions have sunset Classic Quizzes (and so they'd all be using NQ), but I thought that was still the exception rather than the rule (again, curious on stats).

I don't think this is supposed to be seen as a "rule", however I've personally noticed that most of the institutions have switched over to New Quizzes, in fact some, including the high school I was at this past Fall, completely disabled the ability to create Classic Quizzes. This is mainly because Classic Quizzes are no longer in "support", and Instructure is only working with NQ from this point forward.
So in short, the insight I am providing is just based off of the general practice I've seen with educators.

@NoahBoswell, for some perspective:
At my institution, in production, we are still 100% classic quizzes. We are a small Canvas team and our confidence in New Quizzes' reliability and the timing of everything has not been ideal for us to do it any earlier. We have had too many other things pop-up that have required our attention.
In the second-half of Fall 2025, my institution's Canvas team will start to explore New Quizzes more intentionally.
After the beginning of Spring 2026 rush, we will put together internal documentation and communications and provide faculty with the opportunity of using it (their courses will be added to a sub-account that has it allowed) in Summer 2026 and Fall 2026. We will then expand in Spring 2027 and hopefully go 100% live after that.

I have an option for you to consider if you are using the "Weight final grade based on assignment groups" feature.
You could create an assignment group that is named something to the effect of "Does Not Count Towards Final Grade" and make it work 0% of the final grade. Doing this means that you could be anything type of graded content into this assignment group. On an individual basis, the graded content would still have a grade associated with it but it would not count towards the final grade.
