Groups Tab in C4E

Can I get clarification around what the intended behavior is for students and the Groups tab? It came to my attention this week (brought up by a parent as a FERPA issue) that under the groups tabs students can see all groups and all group members even if the student is not a member of the group and where these are teacher-assigned groups rather than self-sign ups. My (apparently incorrect) understanding is that students only see their groups under the Groups tab and that the screen is otherwise blank if they do not have group membership.

In working this I've also learned that all Groups in a course show up in the Canvas address book even if the student a member of those groups. Has something changed or has this been the case all along?

Learn how to easily see the groups you are enrolled in."

We're finding that students see all groups and the names of all students in those group. There is a lock icon next to each of the group names indicating that they are invite only.
