Account admins are unable to open context cards for unconfirmed users

This behavior is resolved in the 2021-12-01 deploy.

When clicking the name of an unconfirmed user account from the People tab in a course as an Account Admin, it will flash the context card for the user, but not open to view any data.

Expected Behavior

As an admin of an account, they should be able to view the context card of a user in a course wether or not they are confirmed just like a teacher can.


(not really a workaround, but something we found does change the behavior) If an account admin has been enrolled as a teacher into the course and then removed as the teacher, they are then cached and can view the context cards of users in that course.

Steps to Reproduce


  1. Create a course and enroll students who have never before had an account so that they show as a pending enrollment

  2. Masquerade as an account admin (with all permissions enabled) and go to the People tab of the course and click on an unconfirmed student enrollment

  3. Notice the context card flashes on the right panel, but never opens.

  4. Now try this as a teacher of the course and notice the context card opens in the right panel
