Dashboard gives page error in instances without Manually Created Courses sub-account

This behavior has been resolved and deployed to the production environment as of 7/30/25.

Description

When an instance does not have a Manually Created Courses sub-account, accessing the dashboard in the instance results in a page error with a Locking a record with unpersisted changes is not supported. Use `save` to persist the changes, or `reload` to discard them explicitly. Changed attributes: "settings". error generated in /error_reports.

Expected Behavior

Instead the dashboard should display even if an instance does not have a Manually Created Courses sub-account

Workaround

No workaround exists at this time.

Steps to Reproduce

  1. Move all of the courses from the manually created courses sub-account in an instance

  2. Delete the manually created courses sub-account

  3. Access the dashboard and note the page error
