When anonymous grading is enabled for a moderated assignment, and a student is marked inactive, the student does not display in Speedgrader when the option to show inactive students has been enabled. This causes the student submission number to not match the student's number in the Moderate page.
Expected Behavior |

The inactive students should show in the Speedgrader when the option is checked in the Gradebook, as they do for non-anonymous assignments.

Steps to Reproduce |

Prerequisites: Published course with active teachers and students, and the anonymous grading feature option enabled.
Create an assignment. Enable moderated and anonymous grading.
Enter some grades as the graders.
De-activate a student.
Check the grades in the Moderate tab and Speedgrader.
