[OPEN] Account level Attendance report triggers multiple/excessive amount of provisioning reports

Description

When an admin requests an Attendance report on the account level from Roll Call Attendance, it will trigger 3 different provisioning reports (courses, users and enrollments) on the account level and on every sub-accounts as well. This results in a high number of notifications being generated and sent out to the admin users who requested the Attendance report/have their account reports notifications enabled.

Expected Behavior

Should attendance reports trigger three different provisioning reports for every sub-account now? If so, can we determine a way to not cause a giant wave of notifications for every report.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisites: An instance with Attendance tool/roll call enabled and at least a few courses where Attendance was taken.

  1. As an account admin navigate to account settings.
  2. Go to Attendance.
  3. Enter any timeframe for the report.
  4. Click Run Report.
  5. Observe that multiple Provisioning report notifications are being sent.
