[OPEN] Classic media comment format doesn't play nice when migrated to New Quizzes

Description

When you have an embedded media file in a Classic Quiz question using the classic media comment format and then migrate the quiz into a New Quiz, the classic media comment format doesn’t migrate to the newer iframed media comment format.

Expected Behavior

Instead migrated media should migrate to the correct media format from classic to new quiz.

Workaround

No workaround exists at this time.

Steps to Reproduce

  1. Find a Classic Quiz with classic media comment files embedded in a question.

  2. Migrate the Classic Quiz to a New Quiz.

  3. Preview the quiz and notice the classic media comment doesn’t migrate to the new iframed media comment.
