Developer Keys created via dynamic registration do not remain deleted after deleting them in the UI

This behavior has been resolved and deployed to the production environment as of 5/21/25.

Description

When developer keys created via dynamic registration are deleted in the UI, their "developer_key_account_binding" gets set to "workflow_state": "deleted", but the actual key's "workflow_state" remains "active", causing it to remain in the UI after refreshing the page.

Expected Behavior

Instead, deleting a developer key in the UI should prevent it from showing in the UI

Workaround

No workaround exists at this time.

Steps to Reproduce

Pre-requisites: An LTI developer key in an account created via Dynamic Registration

  1. Delete the key in the UI, and see how it disappears

  2. Refresh the page, and see how the key remains
