[OPEN] Publishing pages does not update publish_at or updated_at data points

Description

Publishing pages edited in the past is not updating the publish_at or updated_at data points properly in the api.

Expected Behavior

For the published_at and updated_at data points to be updated when publishing a page.

Workaround

No workaround exists at this time.

Steps to Reproduce

1. In a Canvas course, create a page but do not publish it, just save.

2. Go back to the page and publish it.

3. Notice that the Published_at time does not populate, and the updated_at time does not update.
