[OPEN] Student seeing two different versions of a page when accessing peer reviews with no submissions

Description

When accessing peer reviews from Legacy Assignment view or Enhanced Assignment if you create a manually assigned peer review a student that has not submitted to the assignment yet (but is assigned a peer review) gets an Access Denied error when they attempt to to access the Peer Review from the To-Do list.
The assignment link takes them to the same page but tells them they need to submit before accessing peer reviews.

Expected Behavior

The user should be able to see that the peer review is not accessible since they haven't submitted.

Workaround

No workaround exists at this time.

Steps to Reproduce

  1. Create a manually assigned peer review Legacy assignment with a due date that would cause the assignment to appear on the To Do list.

  2. Manually assign the peer reviews

  3. As a student that has had the peer review assigned, but not submitted attempt to access the Peer Review from the To Do list - you get an Access Denied error.

  4. Now attempt to access the Peer Review link that appears under the Assignment List - it takes you to a page that lets you know you need to submit.

  5. Do the same steps again but in a course that has Assignment Enhancements enabled.
