Question Banks to Item Banks

We are having difficulty getting our Question Banks from Classic Quizzes to migrate to Item Banks in New Quizzes. I have a Question Bank that is a part of a quiz via a Question Group, but it will not migrate over. I am not sure if there are admin settings that I need to enable this to work, or if I am missing something. Does anyone have advice?

Unfortunately, I think the best way to migrate a question bank is to make a new classic quiz, add every question from the bank into a group (perhaps 1 at a time), and then migrate the quiz.  The quiz migration makes item banks out of groups within migrated quizzes.

We do have a classic quiz created with questions from the question bank added into a question group. When I migrated the classic quiz to a new quiz none of the questions from the question group appear, and there isn't an item bank created from that question bank.
