Figured out: Generally yes, but their XML file (if lti 1.1) should have those settings set. Custom fand Privacy fields would be given to you if their application requires it.

Should contact the External App vendor for recommendation when configuring External Apps recommended Domain, Privacy, and Custom Fields? (since these are optional fields)
