What programs can be used to annotate images/slides within a Canvas course? I want to give a quiz/assignment that allows students to annotate an image. Is this possible without using an external tool? Thanks!

I want to weight my quizzes, assignments and discussions so that what the student sees in terms of totals makes sense.  Also, as I drop the lowest quiz score, I need students to understand that the quiz numbers won't really reflect their grade.
