Blueprint master courses shouldn't be confined by sub account

When you make a Blueprint master course the associations need to be to other courses either directly in the same sub account or directly below it in the hierarchy structure of sub accounts. We often have occasions where this isn't ideal. We have a sub account that generally holds master course shells to use as a template for future terms and it's parallel to the Live courses that students are enrolled which means a Blueprint master needs a different home. Putting it in with live courses messes with our data reporting so it ends up going into the root of the school. Normal permissions for copying and other tasks just relies on a person have rights over the two courses (teacher in both for example) in order to do what needs doing. Is there any way to make the Blueprint master --> associated course relationship work that way?
