In Discussions I require a minimum of 300 words and a maximum of 800 words. The Canvas Discussions text editor should not accept entries that do not meet the word count minimum and maximum specified by the instructor.

I did vote on the related item you suggested. However, the issue is significantly different, so I want to be sure my idea gets implementation as a separate idea.
The idea you linked to described the problem of students “gaming the system” by entering text, posting, viewing the posts of others, and then modifying their post based upon what they saw others write. The only way to solve this is to not let students change their original post.
My idea is to allow the instructor to specify minimum and maximum word counts, and the Discussion text entry box would not accept a student posting that was below the minimum or above the maximum.
I believe these two ideas are unrelated.
With my idea a student could still game the system by entering the minimum text (random letters), view the posts of others, copy the work of another students, and then edit their original post.
Bruce, your idea is indeed moving forward for voting as a separate idea.
