For access permissions, you have 4 options for individual files in the Files area of a course: published, unpublished, invisible to students, date controlled.
Why is this missing from the FOLDER side of the file browser window:
Dave, for what it's worth, in my institution's Canvas instance I see the same four options when restricting folders to students in Canvas.
Any chance of a screenshot? If it's there, it can't be intuitive if I haven't found it yet

Dave, it appears that you've modified this idea after receiving responses. Our members won't be able to vote on this "why" proposition. And although I don't know why the feature was designed in this fashion, I can speculate that the goal was to keep all of the edit functionality for files and folders alike unified in the right pane.
If you are interested in seeing the design changed in some fashion—perhaps your goal is to see the edit functions bifurcated so that folder settings appear in the left panel, whereas file settings are in the right—please write a problem statement to that effect.
