Prevent impossible module requirements

There doesn't appear to be a warning when the required score for a module's requirements are larger than the requirement's total score (e.g., score at least 10 points out of 3 for a quiz). Alternatively, the required score doesn't appear to be clamped to the maximum score. I propose providing a warning and clamping to the maximum score to minimize confusion.

The screenshot showcases the currently-allowed behavior.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
