Announcement notification should always be sent

    The current conditions for a notification to be sent for a course announcement are that: 

    - the student allows that type of notification in their settings 
    - the course is published
    - either the term start date has passed if the "students can only participate" checkbox is unchecked OR the course start has passed if the "students can only participate" is checked.

     

    I would like to see the logic changed for this, as these are rather finicky rules for faculty to remember, and this has resulted in students missing information that faculty sent in the week before the course started, assuming that an email would go out. I would like to see the logic that course announcements are sent by email always, of course assuming the student allows that type of notification in their settings.
