I had a test set up as a Graded Survey. The students took the test and saved their responses. Can I convert this test over to Graded Quiz without losing/affecting any of the responses the students entered? As a Graded Survey, it looks like it tallies that all questions were answered so they scored 100%.

I had a look at this and did a test in my playground. I first created a Graded Survey and submitted a response as the Student View account:
Following that I flipped the Graded Survey to a Graded Quiz and the grade for the test student definitely came across (note this is Graded St... not Graded Su...):
If you have concerns, it never hurts to try this en-masse in your School's test instance of Canvas (your local Canvas Admin should be able to provide more details on getting into that).
However, from my testing, it definitely looks like it does, I would recommend testing as much as you can as the scores may very well calculate differently between the two (I did not specifically test for that).

@cheinlein , I could see one potential issue with this. A "survey" does not have correct answers while a "quiz" does. Depending on the question type, Canvas can regrade, and you may get asked to pick correct answers for those types of questions. You do not loose responses but it could change grades. Just a caution.
