I'm sorry to see that your question has been sitting out here for several months without a response.  Unfortunately, I do not know of any options available to create a transcript directly in Canvas.  I'm not sure that there are even any third-party LTI external app integrations with Canvas that would provide transcripts, either.  Sorry that I don't have better news for you, but I hope that it has helped to answer your question.  Take care, stay safe, and be well.
