I need to give my students some picture files to use in a project. Everything I have tried on the new rich content editor embeds the picture on the page, showing the picture, and that's not what I want. I just want to link to a picture file that I have in my Files area. How do I do this?

I've not tried this (because we haven't yet activated the New RCE), but are you following the steps outlined in this Guide? How do I create hyperlinks to course and user files in the New Rich Content Editor as an instructor?
I agree this is very frustrating. I just want to link to the file from a cell in a spreadsheet —NOT— embed the large file in the spreadsheet. This used to be easy to do. Just another example of Canvas removing features for no apparent reason.
When you go to link content, rather than just "External Link" and "Course Link" it would be simple enough to instead have "External Link", "Course Link — Embed" and "Course Link — Text Only". If it behaved like it has for the previous six years then that last option would be default. I have too many large files that will not fit nicely into my assignment that the students could link to the old way.

Circling back to this one (since Chad posted a comment recently). After you insert/embed the image onto your page, you should be able to click on the image to see an "Image Options" toggle above the image. If you click on that, you would then get some options to change that embedded image to actual text on the page...which I think is what you're wanting to display to your students.
