This lesson from the Canvas Instructor Guide explains how you can add an assignment or other content to a module: How do I add course content as module items? 

If that doesn't work then you may not have permissions to modify the course. Some institutions have instructional designers who design the course and the teachers teach, but don't get to modify, the course. Other institutions use something called blueprint courses where there is a master course that contains the content (but no students) and that content is pushed or shared into the associated teaching courses that have students. The blueprint process allows the master course to lock down content so that it cannot be changed in the teaching course. If either of these is the case, you would need to to talk with the person who shared it to get content added.
