I am wanting students to annotate a pdf on their iPad. I assigned the pdf but the pencil editing button is greyed out and can't be clicked on. Any help?

The little pencil icon is the ticket to the annotation tools, yes. It's interesting that the option is grayed out for students. They can see the file itself, correct? The annotation tools should be available for all PDFs. Is this a universal issue, or are just a few students unable to annotate?
