Has anyone found a robust solution to automatically conclude a course for a single student?

Scenario:
Compliance training course open to 50,000 + students
They can self enrol anytime and complete anytime within the year.
When they complete all tasks/assessments in the course we want this to trigger their status to concluded.
They will have access but within the concluded status.
******************************************************
As a government agency, our small area can't have our own servers, so we can't use web scripting.
A manual check is out of the question for the numbers and number of courses - automation is the preferred method.
