Is it possible to download a csv that shows when each student submitted their assignment?

I don't believe this is an option today, but you might check new analytics after Saturday. It looks like the latest update includes some reports that have the potential to include that information for assignments received in the last 27 days: https://community.canvaslms.com/t5/Releases/Canvas-Release-Notes-2020-09-19/tac-p/407317#M4171

If you do not have new analytics turned on, you should be able to turn it on through course settings > feature options.
