I want to make students into observers so that they can see my material (notes, etc) but they are already in a class during the period that I want to do this.

I don't know about observers specifically, but your canvas admin should be able to add individuals to your course that are not enrolled as students in your sys.  You can also ask your admin to make a separate section for those students, and cross-list it with your course.  That will let you assign and message actual students and others that need access to the materials separately.
