[ARCHIVED] Can you add captions to videos recorded with media recorder through New Rich Content Editor?

I cannot seem to upload captions to the videos I recorded using the media recorder in the New Rich Content Editor.  

The Canvas Guide: How do I record media using the New Rich Content Editor as an instructor?  had the following link: Canvas videos also support caption files. Once you record and save your video, learn how to add captions to a video. ,but this method is outdated.How do I record media using the New Rich Content Editor as an instructor?
