in general Canvas Admins are people who work at Institutions using the paid version of Canvas and are in charge of making sure things run smoothly (for faculty and students) on the front and back end of things. So short story, it is normally a paid position someone gets hired to do. Yet, there are often multiple people at Institutions with varying levels of admin rights so if you already work at a school that uses Canvas you'd need to talk to one of the current Canvas Admins about getting higher level permissions.
