Is it possible to have captioning running in a Conference whilst the teacher is talking for students with hearing loss?

The Canvas conferencing tool does not do live captioning. It might have the ability but normally that involves a 3rd party who will be present and transcribe real time. I know Zoom has this option for instance but you'd have to work with a company to provide that service (and pay for it).
Something that you could try if you use Powerpoint or Google slides is to turn on live captioning in those tools and share your screen. It's not going to be perfect and the quality depends a lot on the person speaking, but you could try it out. Below are a couple of links for how to enable for each platform.
