In Commons when I have gone to look up resources, sometimes “copyright”’appears in the top right of a users content. Does that mean it cannot be used?

There are many types of licensing and copyrights that are available and they determine what you can do with the content. The default license is "Copyrighted" so it may also be that the person just didn't change it, but it's hard to know for sure. Most people don't publicly share things to Common if they don't want people to use it. The Copyrighted could prevent you from modifying and creating derivative works, though.
