My question: is there a feature at the course level that lists all of tools and files used? (Something like a course inventory?). I'm hoping to find a tool that lists all tools and files that are used in a course.

Hello there, @nancy_webb ...

By "tools", to you mean LTI external tools (like the ones listed on EduAppCenter)?  If so, at the Canvas account level, your school's local Canvas administrator can run a report that shows where these LTI tools are being used in courses within your school's Canvas environment.  How do I view reports for an account? - Canvas Community  There is one for "LTI Report" that might be of help to you.

As for a file inventory, have you looked at TidyUP from Cidi Labs?  It's a file clean-up tool, but it scans your entire course and lists the files and content items that are used in the course and helps identify those things that are not being used so you can free up some space in your course.  TidyUP for Canvas File and Page Cleanup - Cidi Labs
