That's a good question! The campus where I teach also blocks YouTube, so I understand the challenges you face. This is a network filter that is in place for your school/district, and there isn't a way to override that in Canvas.
Because you want to respect copyright and fair-use terms, I think this would be an awesome opportunity for you to connect with your technology team or coach to discuss alternatives that will work in your school. From there, you can see how those tools would work within Canvas.
