Giphy not moving on dashboard.  It works under the settings where I added it.

Others have found this to be an issue also https://community.canvaslms.com/thread/41188-my-gif-isnt-giffing 

Perhaps log it with your institution as others in the linked question have done. 

Sing out if it persists.
