I'm a bit puzzled about your question, if the students do not have Google accounts then what do you want them to do with the Google doc? Or does the Google doc just have the assignment instructions that you want to display on the page?
If you want the Google doc to display on the Canvas page (assignment, discussion), then you will have to embed the Google Doc into Canvas. I also want to recommend a new tool that I just discovered called Kami that allows instructors to provide PDF for their students to mark up and submit those markups back to Canvas.
