[ARCHIVED] How can I download submissions if the button "Download Submissions" does not appear?

I can't download submissions for assignments because the button "Download Submissions" does not appear.

I am sure that there are submissions to download because several students are already graded in the gradebook. Every assignment contains 50 questions in multiple choice. Every question is pulled at random out of a specific pool of questions about the subject. After submitment from the student, I want to take a look at every question and every given answer.

It sounds like this is actually a Quiz and not an Assignment.  Assignments do not have the ability to pull questions at random from a pool or question bank.  Only quizzes can do that.  With that being said, you cannot download quiz submissions like you can Assignment submissions.  You can download the Student or Item Analysis.
