The course is not on my Canvas Dashboard. Is there a different way to join?

You may not realize it, but you've asked this question in a global community of users of the Canvas learning management system (the software). We do not have access to your institution to know their policies and posting the comment here may not reach the people at your institution.
You really need to reach out to someone at your school to ask this question. I did find this page on the Los Rios website that has some waitlist tips. It doesn't appear to have been updated for COVID-19. Enroll in Classes | Los Rios Community College District
I cannot speak for your school, but at our community college, students on the waitlist are not actually in the class and so they would not appear in Canvas.
