I have created an assignment with Turnitin on Canvas and have a couple students, who weren't able to upload their documents. They have emailed me their papers and I am not trying to figure out how I can upload it so it can join the other submissions.

If you have the Turnitin LTI integrated with your school's Canvas environment, as far as I know, you cannot submit work on behalf of your students via the integration. However, you should be able to log in to the Turnitin website ( @dhulsey , is this still true?) to submit the student's paper so that Turnitin can check it for plagiarism.
In searching through the Canvas Community website, I found this Feature Idea which was archived: Canvas and Turnitin, but stefaniesanders provided some links in the comments that may be of help to you. Hey, @Chris_Hofer ! As far as I know, it is still true. Another path @elpersley would be to diagnose the problems the students are having so that they can submit the paper themselves.
I can also report that submitting on behalf of a student via the Turnitin LTI integration should be coming "soon" according to a recent Turnitin webinar.
We currently have the LTI integration. While you can't submit work into the Canvas flow, here are the steps we provide faculty to get the student paper analyzed:

Its really frustrating that I can't upload a student's paper into the assignment with turnitin, if they haven't already submitted their first attempt. I have a bunch of files that students sent me when the entire canvas site went down for four hours last night, in the last 4 hours before student papers were due. Students sent me their files as attachments to email. I thought I'd be able to upload these - but now i need to email each student and ask them to please upload their assignment, after extending the due date for each of those students. Very cumbersome.
Please try and fix this in the Canvas software.

I've not heard of any recent system issues with Canvas being down for an extended period of time within the past couple of days. Here are both the Canvas and the Turnitin status pages if you want to browse through their status history for the past few days:
When you say that the "entire canvas system went down for four hours"...were you at school? Were there any known internet issues at your school? Were you at home when this happened? Do you know of any issues with your ISP (Internet Service Provider) that might have contributed to this down-time? Were you able to access other non-Canvas sites during this time? Or couldn't you get "online" at all? These questions might help to narrow down the possibilities. You can also try to reach out to Canvas Support to see if they can identify any other outages that might have contributed to what you experienced.
