@hood , if you are an Admin, you can change the teacher permissions under the "Permissions" option to not have the checkbox checked to create anything above a student user (so just students and observers). We do this and then have process that they go through to request a person to be added to their course. As part of this process we check to see how that person is connected to the university and then there is a FERPA waiver if the person is deemed to be allowed in the course.
