General instructions for creating a new blank course (sandbox) are in https://community.canvaslms.com/docs/DOC-12819-415241327 If you don't see the "Start a New Course" button on your own dashboard, it most likely means that your local Canvas admin has disabled that capability for your role, and want you to reach out directly to them to request a new course shell.
