Is there a way to import users into a Catalog course in bulk such as a CSV file?

You can try and use the API associated with your Catalog to do this. Otherwise, you cannot bulk upload as a CSV file. Also, if you upload people into a Canvas course this information will not be reflected in the Catalog analytics.
