I see this comment in your initial post: The setting in Canvas "Only allow access to course during the dates" is NOT checked. This setting is toward the middle of the course details page. Our team also selects that setting.
I am curious if there is another box restricting the certificate access. Closer to the bottom of the course details page are two more boxes related to restricted viewing. I noticed today if "Restrict students from viewing course after end date" is checked, then the
- ability to download the certificate goes away
- listing falls off the transcript
- all the numbers within the table at the top of the transcript were recalculated
- tile evaporates from the Canvas Dashboard
- course does not show in the Canvas list Courses/All Courses
The method I use to keep certificates available but course access restricted is to create a module title of "Course Closed" and publish it. From there, unpublish all modules with course content. As mentioned, triggering the certificate must happen between the Starts date and Ends date within course details.
