We are transferring a student from one section to another of the same course. The student has already progressed in the original course and completed assignments, quizzes, etc. I want to migrate the student's progress and work from the original section to the new section (not manually).

Unfortunately, I don't believe there is a way to do this other than manually. The student would have to manually resubmit any files, quizzes, and discussion posts.
At my institution we export grades for record keeping and do our best with reposting grades in the new section.

Thank you @gnoack for sharing your insight. Unfortunately, from my experience and research, it seems to be a missing capability in Canvas. Hopefully, they will add it soon.
If you have sections with identical content and activities, I would suggest looking into cross-listing the students. It might solve some of your issues.
