My name is Terri Parker and I really need to know how to get to the Rich Content Editor?  If you possibly can take me step by step to just find it would be greatly appreciated.

Welcome to the Canvas Community!!!

The Rich Content Editor is actually available in a number of places in Canvas; Assignments, Discussions, Pages, Quizzes to name a few.  When you create a Page in Canvas, the area that you enter content in is the Rich Content Editor.  The Canvas Guides has an entire section on the RCE:

Happy New Year!  I am hopeful that the response from @Robbie_Grant has been helpful to you, and that you've been able to successfully find the Rich Content Editor throughout your course.  I wanted to also provide you with a couple video tutorials about the Rich Content Editor and the New Rich Content Editor.  The New RCE will soon be standard for all Canvas customers, and so your school may have already made the switch over to it...but just in case, I'll provide links to both tutorials:
