[ARCHIVED] Nightly grade syncs failing regularly

I and my peers are regularly having our nightly syncs fail. It says:

Grade exchange job failed. Status in SIS: 5 - EXCHANGE_ERROR_NON_RETRYABLE 

HTTP/1.1 403 Forbidden response: 403 Forbidden (Rate Limit Exceeded)

It's not every single night per se, but like 5 out of 7 a week will fail. It's very strange.  Any solutions or known errors? I know that my assignments are coded correctly, they will post if I do a manual post or, again, do randomly work at night.
